Utility access cover A metal plate, grate, or hatch set into a sidewalk that provides access to utility infrastructure, such as gas, electric, or telecom lines, running below.

These covers must sit flush within a half inch of the surrounding sidewalk surface to avoid being cited as a hardware defect under Administrative Code § 19-152, and responsibility for the cover itself often belongs to the utility company rather than the property owner, even though the surrounding concrete remains the owner's responsibility. When a repair job involves an area with utility access covers, coordinating with the utility (and calling New York 811 before any excavation) helps avoid disputes over who fixes what. Mismatched responsibility here is a common point of confusion during a violation dismissal.
