DOT's substantial-defect rules specifically address cellar doors: a hardware defect exists if the door deflects more than one inch when walked on, isn't slip-resistant, or is otherwise in a dangerous condition, and it must also sit flush within a half inch of the surrounding sidewalk surface. Because these doors see regular foot traffic and weather exposure, hinges and surface treads tend to wear faster than the surrounding concrete, making them a common source of citations even when the rest of the sidewalk is in good shape. Regular inspection and prompt repair of a worn cellar door can prevent a standalone violation.
