NYC Department of Finance (DOF) The city agency responsible for billing and collecting on debts owed to the city, including the cost of sidewalk repairs DOT performs after a missed deadline.

Once DOT completes or contracts a city-administered repair, DOF issues the bill to the property owner and gives 90 days to pay before interest starts accruing and a formal lien attaches to the property. DOF also handles the broader property tax and lien system that a sidewalk lien eventually becomes part of if left unpaid. Property owners can typically request a payment plan through a DOF Business Center if a lump-sum payment is difficult.
