NYC Department of Transportation (DOT) The city agency responsible for maintaining streets and sidewalks, inspecting properties for sidewalk defects, and issuing violations and construction permits.

DOT is the agency a property owner interacts with most throughout the sidewalk repair process: it inspects for substantial defects under Administrative Code § 19-152, mails the Notice of Sidewalk Violation and Preliminary Inspection Report, issues the construction permit needed to fix cited flags, and performs the final dismissal inspection. DOT also sets the technical specifications — flag size, slope, joint spacing, concrete strength — that any compliant repair must meet across the Bronx, Brooklyn, Manhattan, and Queens.
