Abutting status is the trigger for nearly every sidewalk obligation in NYC: the repair duty under § 19-152, injury liability under § 7-210, snow clearing, and responsibility for DOT violations all attach to the owner whose lot line meets the sidewalk. The duty runs with ownership, not occupancy, so it belongs to the deed holder even when tenants use the frontage. Corner properties abut two streets and answer for both, including the intersection quadrant. Anyone buying NYC property should inspect the sidewalk as carefully as the roof, since its condition transfers with the title.
