When tree roots have completely taken over the subgrade, full root removal may be required to pour a flat sidewalk. This is a highly regulated process in NYC, as removing major anchor roots can cause a tree to topple over in a storm. Contractors must work closely with the NYC Parks Department to obtain permits before removing any roots larger than 2 inches in diameter.
