Shaving down tree roots is often necessary to lay a new, level concrete flag. However, in NYC, you cannot simply chop away at tree roots with an axe. Any root pruning of street trees must be overseen by a certified arborist and approved by the NYC Parks Department to ensure the tree's structural stability is not compromised.
