DEP becomes relevant to sidewalk work when a repair intersects with a water main, sewer connection, or catch basin, since work near this infrastructure may require DEP coordination or a separate permit alongside DOT's. It's also the agency behind city stormwater management efforts, like bioswales, that occasionally appear in streetscape and sidewalk design near drainage-sensitive blocks. For a typical flag replacement with no utility conflict, DEP usually isn't part of the process at all.
