An open status means DOT hasn't yet confirmed repairs through a dismissal inspection, regardless of whether work is actually underway. This is the status that shows up on a title search and can complicate a sale or refinance, so owners mid-repair shouldn't assume starting work changes their record — only a passed dismissal inspection does that. If an open violation sits past the 75-day window, it risks converting into city-administered repair and a lien.
