While the LPC regulates privately owned landmarked properties and designated historic districts, the PDC has design jurisdiction over public land, parks, and municipal streetscapes. If a property owner proposes a non-standard sidewalk design, public plaza, or distinctive paving treatment that falls outside standard LPC boundaries, it must be approved by the PDC.
