PAAs come up when a project needs a minor design change mid-process — for example, adjusting a driveway apron dimension or a curb cut location after initial DOT or DOB approval — without triggering the full review timeline again. This keeps small adjustments from derailing an entire project schedule, though the amendment still has to be reviewed and accepted by the relevant agency before the changed work can proceed. Contractors familiar with the filing systems can often turn around a straightforward PAA much faster than a fresh application.
