The permittee is legally responsible for the work meeting DOT's stipulations and specifications, keeping the permit available at the job site for inspection, and posting required signage identifying who's doing the work and for whom. When a homeowner does their own DBO repair, they act as their own permittee; when a contractor is hired, the contractor takes on that role and the associated responsibility. Confirming who the actual permittee is on a job — and that it matches who's physically doing the work — is a simple way to avoid disputes if an inspection turns up a problem.
