Certificate of No Effect (CNE) An expedited permit issued by the LPC for proposed work on landmark properties that does not alter protected historic features.

A Certificate of No Effect is the most common permit utilized for standard sidewalk repairs that do not change the physical materials of the streetscape, such as replacing damaged concrete with matching, pre-approved tinted concrete. Because the proposed work has no negative impact on the historic fabric of the district, LPC staff can approve the application rapidly without requiring a public hearing. Once the CNE is issued, your contractor can obtain standard DOT physical work permits to start the project.
